Sibley Bike Depot in Saint Paul might be able to help. This is their mission, too (among other things). They even have a big trailer and can pick up bikes if there's enough. Setting up a space for bike repair is going to be hard to do well. It'd be better to donate time to one of these organization...

A remark on voltage regulators. The standard linear regulators will get hot if there's a lot of voltage getting stripped off (essentially the difference in voltage is lost as heat, which will drain batteries much faster), which is why they come with big heat sinks. Yeah, I'm aware of Monday's "EHack Night", and I'll attend those as well. I may bring in a kit or two to work on if I've worked up enough confidence.
